डाकबंगलो खानाबली में शीतकालीन तैयारी एवं आपदा प्रबंधन प्रशिक्षण सत्र आयोजित

अनंतनाग 12 अक्टूबर : डीडीसी अनंतनाग डॉ पीयूष सिंगला की अध्यक्षता में जिला आपदा प्रबंधन प्राधिकरण ने आज डाक बंगला खानाबल में जागरूकता सत्र का आयोजन किया, ताकि भूकंप, हिमस्खलन, घरेलू आग की घटनाओं, चिकित्सा आपात स्थिति आदि जैसी प्राकृतिक आपदाओं से निपटने के लिए फील्ड कर्मियों को प्रशिक्षित किया जा सके.  प्राकृतिक आपदाओं के कारण होने वाली घटनाओं को प्रभावी ढंग से और कुशलता से संबोधित करने के लिए, डीसी कार्यालय अनंतनाग में सीईओ डीडीएमए की देखरेख में शीतकालीन नियंत्रण कक्ष स्थापित किया गया है और दो आपदा शमन सह राहत केंद्र खानबल और जवाहर सुरंग के बीच राष्ट्रीय राजमार्ग 44 पर सभी के साथ चल रहे हैं।  बिस्तर, खाना पकाने, भोजन, हीटिंग सिस्टम आदि जैसी आवश्यक सुविधाएं।

सभा को संबोधित करते हुए डीडीएमए के अध्यक्ष डॉ पीयूष सिंगला ने कहा कि स्थानीय स्तर पर इस तरह की घटनाओं को देखने और रिपोर्ट करने वाले आमतौर पर नंबरदार, चौकीदार पीआरआई प्रतिनिधियों सहित क्षेत्र के पदाधिकारी पहले लोग होते हैं।  ऐसे में यह जरूरी है कि उन्हें प्रभावी आपदा न्यूनीकरण के लिए ऐसी घटनाओं के लिए पहली प्रतिक्रिया की बुनियादी समझ हो।  यह प्रशिक्षण उन्हें घटना की वैज्ञानिक और तर्कसंगत समझ के आधार पर किसी आपदा के लिए प्रभावी प्रतिक्रिया विकसित करने के लिए दिया जा रहा है।  उन्होंने आगे कहा कि आपदाओं के मामले में स्थानीय हस्तक्षेप से प्रतिक्रिया समय कम होगा और ऐसी खतरनाक घटनाओं के दौरान मूल्यवान जीवन और संपत्ति की बचत होगी।  उन्होंने दोहराया कि आपदा के मामले में सभी राहत सिफारिशों को दर्ज करने के लिए जिला प्रशासन ने "सुकून" ऐप लॉन्च किया है।  उन्होंने आगे कहा कि राहत मामलों को समयबद्ध तरीके से संसाधित किया जाता है और किसी घटना के 15 दिनों के भीतर राहत वितरित की जा रही है।डीएसपी डीएआर, मोहम्मद अजीज ने अध्यक्ष को बताया कि प्रतिभागियों को विभिन्न आपदाओं के बारे में शिक्षित किया जाएगा, प्रभावी प्रतिक्रिया और प्रभावी प्रतिक्रिया देने के लिए उन्हें प्रशिक्षित करने के लिए लाइव प्रदर्शन दिया जाएगा।

पेशेवर अग्निशामकों ने सामान्य रूप से उपलब्ध घरेलू संसाधनों का उपयोग करते हुए आग की घटनाओं, प्राकृतिक आपदाओं आदि के दौरान शमन प्रतिक्रिया का प्रदर्शन किया।  उन्होंने ऐसी आपदाओं से निपटने के लिए उन्नत गैजेट्स के इस्तेमाल का भी प्रदर्शन किया।

 सत्र में एडीसी, तहसीलदार चकबंदी, पीआरआई, राजस्व विभाग के फील्ड पदाधिकारी, अग्निशमन और आपातकालीन कर्मियों सहित अन्य ने भाग लिया।

Winter preparedness and Disaster management training session held at Dakbanglow Khanabal

Anantnag 12 October : Under the Chairmanship of DDC Anantnag Dr Piyush Singla, District disaster management authority  today organised awareness session at Dak Bungalow Khanabal to train field functionaries to respond to natural disasters like  Earth quake, Snow avalanches, domestic fire incidents,  medical emergencies etc. In order to address evetualities on account of natural disasters effectively and efficiently, winter control room has been established in DC office Anantnag  under the supervision of CEO DDMA and  two disaster mitigation cum relief centres are operating on National Highway 44 between Khanabal and Jawahar tunnel with all necessary facilities like bedding, cooking, food, heating system etc .

Chairman, DDMA Dr Piyush Singla while addressing the gathering said that field functionaries including  numberdars, chowkidars PRI representatives are usually the first people to witness and report such incidents at the local level. As such it is imperative that they have a basic understanding of first response to such events for effective disaster mitigation. This training is being imparted to them to inculcate effective response to a disaster based on scientific and rational understanding of the event. He further said that local intervention in case of disasters would reduce the response time and save valuable life and property during such hazardous events. He  reiterated that the district administration has launched "SUKOON" app to lodge all relief recommendations in case of disasters. He further said that relief cases are processed in a time bound manner and relief is being disbursed within 15 days of occurence of an event. 

DSP DAR, Mohd Aziz informed the chair that the participants will be educated about various disasters, effective responses and live demonstrations would be given to train them to be effecient responders.    

Professional fire fighters demonstrated mitigative responses during fire incidents, natural disasters, etc utilizing  commonly available domestic  resources. They also demonstrated used of advanced gadgets to respond to such calamities. 

The session was attended by ADC, Tehsildar consolidation, PRIs, field functionaries from revenue department, fire and emergency personnels among others
