On 29.01.23 at about 9.00 AM a PCR Call was received at PS Dayalpur informing that door of a house located in Gali No. 4, Karawal Nagar Extension neighbors is broken and no one is answering on knocking. Immediately, SHO Dayalpur along with staff reached the spot and found that an old lady who was later identified as Shanti Devi W/o Late Om Parkash Sharma, aged about 88 years was lying dead on her bed in tied condition. Also, the house was ransacked and the lock of almirah were broken which raised suspicion of robbery. The Crime and FSL teams were called for inspection of the scene of crime. 

Further enquiry revealed that Smt. Shanti Devi used to live alone as she was fond of memories of her late husband.  She was having three well settled sons who are living separately with their families and used to visit her occasionally.  

Accordingly, a case vide FIR No. 212/23 dated 29.01.2023 u/s 302/392 IPC, PS Dayalpur, Delhi was registered and investigation taken up. Assessing the sensitivity of the case, Operation Wing and teams of adjacent police stations were also incorporated to assist Dayalpur team.  The teams were assigned with specific responsibilities to crack the case. 

It was a hard nut to crack, as ‘no’ CCTV was found installed near the place of crime. Further investigation surfaced that on that night there was a Jagaran in a nearby lane and thus there was lot of public movement. When police teams started analyzing the available CCTV footages of nearby areas, it was a herculean task like ‘tracing a needle in the hay stack’. On thorough analysis of CCTV footages several persons were shortlisted and their particulars were verified through local informers and other sources. At last, three suspects were earmarked through CCTV footages. Their route was trailed which ended at a dead end in the area of Rama Garden, Karawal Nagar Extension. The residents of that areas were verified one by one. On verification, it surfaced that a house is locked since 3-4 days and their residents are not seen by neighbours.  More information was gathered about them through human intelligence and local sources. The detailed analysis of CDR of their mobile phones, confirmed their presence near the house of the victim on the fateful night. Further investigation revealed their identities as Kamal, Badal S/o Kamal & Ashok (Son of Kamal’s sister) resident of Village Jharoli in Aligarh, UP. It was also established that Badal used to work at Max Hospital, Vaishali, Ghaziabad (UP) as house keeper. On verifying from Max Hospital, it surfaced that Badal was absent from his duty on the date of incident. This vital information confirmed the suspicion over Badal. 

To nab the suspects, a police team was stationed at the alternate available address i.e., Village Jharoli, Aligarh (UP). On the basis of information collected from their village, raids were conducted at different places/possible hideouts of all three suspected persons.  Several teams kept following them on the basis of technical surveillance and human intelligence. 

A dedicated team was placed at that suspect house in Rama Garden, Karawal Nagar to keep vigil round the clock.  In the morning of 07.02.2023, one person tried to enter the house secretly, but the alert police team noticed his movement.  Sensing police presence, he tried to flee from the spot, but he was overpowered and apprehended. He revealed his identity as Badal S/o Kamal.

During interrogation, he confessed for his crime and disclosed that he along with his father Kamal and cousin Ashok committed the robbery-cum- murder. On sustained interrogation he revealed that his father is a daily wage labor. Few months back his father Kamal and cousin Ashok had worked as labour in the house of deceased lady when she got the house repaired/renovated. At that time, they had observed that she is financially sound and living alone most of the time.  Kamal and Ashok told it to him and pursuant to that they prepared a plan to rob her. As planned, they attempted to enter in her house during night hours, twice between 17 to 22 January but due to some obstacles and movement of police vehicles they couldn’t execute it. On 29.01.23, they noticed jagran in nearby lane, hence, finding it suitable they decide to execute the plane and entered the house by breaking the rear door of the house. On reaching inside they tied/neutralized the lady and ransacked the house. After committing the robbery, they left the house by covering their faces with monkey caps to conceal their identities.

On his instance, some robbed articles have been recovered from the location near to his house.  

He also disclosed that his cousin Ashok has been involved in criminal activities in Uttar Pradesh, which is subject to verification. 

Further investigation is in progress and teams are working to nab the remaining two accused persons.

 दिनांक 29.01.23 को लगभग 9.00 बजे पीएस दयालपुर में एक पीसीआर कॉल प्राप्त हुई कि गली नंबर 4, करावल नगर एक्सटेंशन पड़ोस में स्थित एक घर का दरवाजा टूटा हुआ है और कोई भी खटखटाने पर जवाब नहीं दे रहा है।  तुरंत, एसएचओ दयालपुर कर्मचारियों के साथ मौके पर पहुंचे और पाया कि एक वृद्ध महिला, जिसकी पहचान बाद में शांति देवी पत्नी स्वर्गीय ओम प्रकाश शर्मा के रूप में हुई, उम्र लगभग 88 वर्ष, बंधी हुई हालत में अपने बिस्तर पर मृत पड़ी थी।  साथ ही घर में तोड़फोड़ की और अलमारी का ताला तोड़ा, जिससे लूट की आशंका जताई जा रही है।  क्राइम सीन के निरीक्षण के लिए क्राइम और एफएसएल की टीमों को बुलाया गया था।

 आगे की पूछताछ में पता चला कि श्रीमती।  शांति देवी अकेली रहती थीं क्योंकि उन्हें अपने दिवंगत पति की यादों से लगाव था।  उसके तीन सुस्थापित बेटे थे जो अपने परिवारों के साथ अलग रह रहे थे और कभी-कभी उससे मिलने आते थे।

 तदनुसार, एफआईआर संख्या 212/23 दिनांक 29.01.2023 के तहत आईपीसी की धारा 302/392, पीएस दयालपुर, दिल्ली में एक मामला दर्ज किया गया था और जांच शुरू की गई थी।  मामले की संवेदनशीलता को देखते हुए दयालपुर टीम की मदद के लिए ऑपरेशन विंग और आसपास के थानों की टीमों को भी शामिल किया गया.  मामले को सुलझाने के लिए टीमों को विशिष्ट जिम्मेदारियां सौंपी गईं।

 इसे तोड़ना मुश्किल था, क्योंकि अपराध स्थल के पास 'नहीं' सीसीटीवी लगा हुआ पाया गया था।  आगे की पड़ताल में सामने आया कि उस रात पास की एक गली में जागरण था और इस तरह लोगों का काफी आना-जाना था।  जब पुलिस टीमों ने आस-पास के इलाकों के उपलब्ध सीसीटीवी फुटेज का विश्लेषण करना शुरू किया, तो यह 'भूसे के ढेर में सुई का पता लगाने' जैसा एक अत्यंत कठिन कार्य था।  सीसीटीवी फुटेज के गहन विश्लेषण पर कई व्यक्तियों को शॉर्टलिस्ट किया गया और उनके विवरणों को स्थानीय मुखबिरों और अन्य स्रोतों के माध्यम से सत्यापित किया गया।  आखिर में सीसीटीवी फुटेज के जरिए तीन संदिग्धों को चिन्हित किया गया।  उनका मार्ग अनुगामी था जो रामा गार्डन, करावल नगर एक्सटेंशन के क्षेत्र में एक गतिरोध पर समाप्त हुआ।  एक-एक करके उस क्षेत्र के निवासियों का सत्यापन किया गया।  पड़ताल करने पर पता चला कि एक घर में 3-4 दिन से ताला लगा हुआ है और उनके रहने वालों को पड़ोसियों ने नहीं देखा.  मानवीय बुद्धिमता और स्थानीय स्रोतों से इनके बारे में और जानकारी जुटाई गई।  उनके मोबाइल फोन के सीडीआर के विस्तृत विश्लेषण से उस दुर्भाग्यपूर्ण रात में पीड़िता के घर के पास उनकी मौजूदगी की पुष्टि हुई।  आगे की जांच में उनकी पहचान कमल, बादल पुत्र कमल और अशोक (कमल की बहन का बेटा) निवासी ग्राम झरोली, अलीगढ़, यूपी के रूप में हुई।  यह भी स्थापित किया गया था कि बादल मैक्स अस्पताल, वैशाली, गाजियाबाद (यूपी) में हाउस कीपर के रूप में काम करता था।  मैक्स अस्पताल से जांच करने पर पता चला कि घटना के दिन बादल ड्यूटी से गैरहाजिर था.  इस अहम जानकारी ने बादल पर शक की पुष्टि कर दी।

 संदिग्धों को पकड़ने के लिए वैकल्पिक उपलब्ध पते यानी ग्राम झरोली, अलीगढ़ (उ.प्र.) पर एक पुलिस टीम तैनात की गई थी।  उनके गांव से मिली जानकारी के आधार पर तीनों संदिग्ध व्यक्तियों के अलग-अलग स्थानों/संभावित ठिकानों पर छापेमारी की गई.  कई टीमें तकनीकी सर्विलांस और ह्यूमन इंटेलिजेंस के आधार पर इनका पीछा करती रहीं।

 चौबीसों घंटे निगरानी रखने के लिए रामा गार्डन, करावल नगर में उस संदिग्ध घर पर एक समर्पित टीम रखी गई थी।  दिनांक 07.02.2023 की सुबह एक व्यक्ति ने चोरी छिपे घर में घुसने का प्रयास किया, लेकिन सतर्क पुलिस टीम ने उसकी हरकत पर ध्यान दे दिया।  पुलिस की मौजूदगी को भांपते हुए उसने मौके से भागने की कोशिश की, लेकिन उसे दबोच लिया गया और पकड़ लिया गया।  उसने अपनी पहचान बादल पुत्र कमल के रूप में बताई।

 पूछताछ के दौरान, उसने अपना अपराध कबूल कर लिया और खुलासा किया कि उसने अपने पिता कमल और चचेरे भाई अशोक के साथ डकैती-सह-हत्या की।  लगातार पूछताछ करने पर उसने खुलासा किया कि उसके पिता दिहाड़ी मजदूर हैं।  कुछ महीने पहले उसके पिता कमल और चचेरे भाई अशोक ने मृत महिला के घर में मजदूरी का काम किया था जब उसने घर की मरम्मत/पुनर्निर्माण करवाया था।  उस समय, उन्होंने देखा था कि वह आर्थिक रूप से मजबूत है और ज्यादातर समय अकेली रहती है।  कमल और अशोक ने उसे यह बताया और उसके अनुसार उन्होंने उसे लूटने की योजना तैयार की।  योजना के अनुसार, उन्होंने 17 से 22 जनवरी के बीच दो बार रात के समय उसके घर में प्रवेश करने का प्रयास किया, लेकिन कुछ बाधाओं और पुलिस वाहनों की आवाजाही के कारण वे इसे अंजाम नहीं दे सके।  29.01.23 को उन्होंने पास की गली में जागरण देखा, इसलिए उपयुक्त समझकर उन्होंने विमान को अंजाम देने का फैसला किया और घर के पिछले दरवाजे को तोड़कर घर में प्रवेश कर गए।  अंदर पहुंचकर उन्होंने महिला को बांध दिया और घर में तोड़फोड़ की।  लूट को अंजाम देने के बाद पहचान छुपाने के लिए बंदरों से मुंह ढक कर घर से निकल गए।

 उसकी निशानदेही पर उसके घर के पास से लूट का कुछ सामान बरामद हुआ है।

 उसने यह भी खुलासा किया कि उसका चचेरा भाई अशोक उत्तर प्रदेश में आपराधिक गतिविधियों में शामिल रहा है, जिसकी जांच की जा रही है।

 आगे की जांच जारी है और शेष दो आरोपियों को पकड़ने के लिए टीमें काम कर रही हैं।
