कोकरनाग में हुआ प्रखंड दिवस, डीसी ने किया एसडीएच कोकरनाग का निरीक्षण, वेलू पुल को 15 तारीख तक चालू करने के निर्देश जारी

अनंतनाग 18 नवंबर : जिला अनंतनाग के बजट आवास कोकरनाग में प्रखंड दिवस का आयोजन किया गया.  इस अवसर पर उपायुक्त अनंतनाग, डॉ पीयूष सिंगला, एडीडीसी, सीपीओ, एसीडी, एसडीएम कोकरनाग, तहसीलदार, बीडीओ और संबद्ध विभागों के अधिकारी सहित पीआरआई सदस्य इस अवसर पर उपस्थित थे.प्रखंड दिवस में उपस्थित पंचायती राज संस्थाओं ने राहत मामलों, सड़क संपर्क, सगम गांव में सिंचाई व्यवस्था, हिलेर क्षेत्र में स्ट्रीट लाइट आदि से संबंधित विभिन्न स्थानीय मुद्दों को सामने रखा.उपायुक्त ने सभा को संबोधित करते हुए कहा कि जिला प्रशासन प्रक्रियाधीन सभी कार्यों को समय पर पूरा करने के लिए प्रतिबद्ध है।  उन्होंने आगे कहा कि सर्दियों की तैयारियों को लेकर सभी तैयारियां पूरी कर ली गई हैं.

 इसके अलावा, सड़कों की बर्फ हटाने के लिए सभी आवश्यक व्यवस्था की गई है और सार्वजनिक हेल्पलाइन को जनता के साथ साझा किया गया है।

उन्होंने यह भी कहा कि लोगों को कोविड उपयुक्त व्यवहार के प्रति संवेदनशील बनाने के लिए हर घर दस्तक नारे के तहत जिले में एक जन जागरूकता अभियान शुरू किया गया है।  इस प्रक्रिया में, किसी भी गैर-टीकाकरण व्यक्तियों का टीकाकरण किया जाएगा।पीयूष सिंगला ने पंचायती राज संस्थाओं और सरकारी अधिकारियों के बीच समन्वय बढ़ाने की आवश्यकता पर बल दिया।  उन्होंने कहा कि त्रिस्तरीय पंचायती राज व्यवस्था लोगों के कल्याण के लिए एक नया कदम है।  सभी संबंधित विभागों और पंचायती राज संस्थाओं को नियमित रूप से ब्लॉक स्तर पर विकास योजनाओं का मूल्यांकन करना चाहिए।  उन्होंने आगे कहा कि विभिन्न विकास कार्यों जैसे पुस्तकालय, खेल मैदान आदि को प्राथमिकता के आधार पर लिया जाना चाहिए और इस तरह के कार्यों के निष्पादन में किसी भी तरह की देरी को बर्दाश्त नहीं किया जाएगा. स्वास्थ्य विभाग के अधिकारियों को यह भी सुनिश्चित करने के लिए निर्देशित किया गया था कि विशेष रूप से सर्दियों के दौरान दूर-दराज के क्षेत्रों में स्वास्थ्य सुविधाएं उपलब्ध हों।  उन्होंने कहा कि विभाग को इस मामले में कर्मचारियों के युक्तिकरण के लिए आवश्यकताओं की समीक्षा करनी चाहिए ताकि यह सुनिश्चित किया जा सके कि किसी भी चिकित्सा आपात स्थिति के लिए प्रतिक्रिया समय न्यूनतम हो। सीएपीईएक्स योजनाओं में निविदा के संबंध में जनता के सवालों के जवाब में, डीडीसी ने कहा कि सभी कार्यों को निविदाएं दी जा रही हैं और इस कदम का उद्देश्य पारदर्शिता और जवाबदेही को बढ़ावा देना है।  उन्होंने कहा कि क्रियान्वयन में देरी करने वाले ठेकेदारों की पहचान करने के लिए क्रियान्वयन एजेंसियों को सख्त निर्देश दिए गए हैं और उन ठेकेदारों को काली सूची में डालने की प्रक्रिया तुरंत शुरू की जाएगी। ब्लॉक दिवस के दौरान मुख्य रूप से पीडीडी, पीएचई, पीएमजीएसवाई, आर एंड बी विभागों से संबंधित 40 से अधिक शिकायतें प्राप्त हुईं। इससे पूर्व डॉ. सिंगला ने उप जिला अस्पताल कोकरनाग का दौरा किया और अस्पताल में संचालित जन औषधि स्टोर का निरीक्षण किया.  अस्पताल में मरीजों से बातचीत करते हुए डीडीसी को बताया गया कि मरीजों को सभी सुविधाएं दी जा रही हैं और सभी जरूरी चिकित्सा उपकरण चालू हैं।  डीसी ने सुविधा के लिए हीटिंग सिस्टम को चालू करने में देरी का भी संज्ञान लिया और शिकायत के तत्काल निवारण के निर्देश पारित किए।  डीसी अनंतनाग ने शिकायतों के शीघ्र निवारण और अंतर विभागीय मुद्दों के समाधान के लोकाचार के अनुरूप, स्वास्थ्य और पुलिस विभाग के बीच लंबे समय से लंबित विवाद का समाधान किया।  स्थानीय लोगों और अधिकारियों ने त्वरित समाधान की सराहना की।एनएचआईडीसीएल द्वारा दान की गई एक क्रिटिकल केयर एम्बुलेंस भी उपायुक्त द्वारा जनता को समर्पित की गई।  दोहनीपावा और अल स्टॉप के बीच निर्माणाधीन सड़क का दौरा करते हुए, उन्होंने जोर दिया कि शहर की सड़कों पर यातायात के दबाव को कम करने के लिए निष्पादन में तेजी लाई जानी चाहिए।  उन्होंने कहा कि सड़क कोकरनाग और एनएच 44 के बीच यात्रा के समय को कम करेगी और कोकरनाग में पर्यटन गतिविधियों को बढ़ावा देगी। उपायुक्त ने निर्माणाधीन वैलू पुल का भी दौरा किया और 15 दिसंबर तक पुल को चालू करने के निर्देश दिए।

Block Diwas held at Kokernag, DC inspects SDH Kokernag, issues directions to operationalize Vailoo bridge by 15th D

Anantnag November 18 : Block Diwas was organized at Budget Accomodation Kokernag here in District Anantnag. Deputy Commissioner Anantnag, Dr Piyush Singla, ADDC, CPO, ACD, SDM Kokernag, Tehsildars, BDOs and officials from allied departments along with PRI members were present on the occassion. 

PRIs present at the block diwas put forward various local issues related to relief cases, road connectivity, irrigation system in Sagam village, street lights in Hiller area among others. 

The Deputy Commissioner while addressing the gathering said the district administration is committed to timely execution of all works under process. He further said that all arrangements with regard to winter preparedness have been completed. Further, all necessary arrangements have been made for snow clearance of roads and public helplines have been shared with the public. 

He also said that a mass awareness mobilization campaign has been initiated in the district under Har Ghar Dastak slogan for sensitizing people to COVID Appropriate Behaviour. In the process, any unvaccinated persons will be vaccinated. 

Dr Piyush Singla emphasized the need for increased coordination between PRIs and Govt officials. He said that the three tier Panchayati Raj system is a novel step for welfare of the people. All line departments and PRIs must regularly evaluate development plans at the block level. He further said that various development works like libraries, sports grounds etc must be taken up on priority and any delay in execution of such works will not be tolerated. 

The officials from health department were also directed to ensure that healthcare facilities are available to far flung areas particularly during winters. He said the department must review requirements for rationalization of staff on this count in order to ensure response time to any medical emergency is minimum. 

Responding to queries of the public regarding tendering in CAPEX plans, the DDC said that all works are being put to tenders and the step is aimed at promoting transparency and accountability. He said that strict directions have been passed to implementing agencies to identify any contractors delaying execution and process for blacklisting those contractors will be immediately initiated. 

More than 40 grievances were received during the block diwas pertaining mainly to PDD, PHE, PMGSY, R&B departments. 

Prior to this, Dr Singla visited Sub district Hospital Kokernag and inspected the Jan Aushadi store functional at the hospital. Interacting with patients at the hospital, the DDC was apprised that all fscilities are being extended to the patients and all necessary medical equipment is operational. The DC also took cognisance of delay in commissioning of the heating system for the facility and passed directions for immediate redressal of the grievance. Inline with the ethos of prompt redressal of grievances and resolution of inter departmental issues, DC Anantnag resolved a long pending dispute between Health and Police department. Locals and officials hailed the prompt redressal. 

A critical care ambulance donated by NHIDCL was also dedicated by Deputy Commissioner to the public. While visiting the under construction road between Dohnipawa and Al Stop, he emphasized that execution must be expedited to relieve the traffic pressure on town roads. He said the road will reduce travel time between Kokernag and NH44 and provide impetus for increased tourist activity in Kokernag. 

The Deputy Commissioner also visited under construction Vailoo bridge and passed directions to operationalize the bridge by 15th Dec.
