PANT-MIRZA AGREEMENT: 1955

This agreement pertains to steps to be taken to prevent border incidents in Punjab. It also refers to the 1953 agreement regarding protection of places of worship and orders setting up of a Joint Committee to work out the details for implementing it. The agreement done in New Delhi is signed on May 17, 1955

Minutes of the meeting held in New Delhi on Sunday, the 15th May 1955, at 3 PM
The following were present:
INDIA
1. Shri Govind Ballabh Pant, Minister for Home Affairs.
2. Shri C.C.Desai, High Commissioner for India in Pakistan.
3. Shri A. V. Pai, Secretary, Ministry of Home Affairs.
4. Shri S. Dutt, Commonwealth Secretary.
5. Shri V. C. Trivedi, Director, Pakistan Division, Ministry of External Affairs.
PAKISTAN
1. The Hon’ble Maj. Gen. Iskander Mirza, Minister for the Interior.
2. His Excellency Raj Ghazanfar Ali Khan, High Commissioner for Pakistan in India.
(1) Prevention of Border Incidents:
It was agreed that all possible steps should be taken to prevent border incidents. A joint committee of representatives of the Governments of India and Pakistan, assisted by representatives of the Governments of the two Punjab’s, should evolve a plan indicating the measures to be adopted for preventing recurrence of such incidents. The Committee should submit immediately a report for the consideration of the Ministers.
(2) Shrines and Holy Places:
The Ministers referred to the Agreement reached between the two Governments on this issue in July-August, 1953 and decided that a Joint Committee of the representatives of the two Governments should be formed to work out the details of implementation of the terms of this Agreement. The Committee should, inter alia, prepare a list of important shrines in West Pakistan and certain selected areas in India, the protection and preservation of which should be the special responsibility of the Government concerned. The committee should also consider the question of properties attached to these shrines and the income derived there-from in accordance with the July-August 1953 Agreement. The Committee should submit its report to the Ministers as early as possible and in any case within three months of its formation. If necessary, the Committee might visit the shrines concerned in the two countries.
The two Ministers agreed that all facilities and assistance should be given to pilgrims visiting shrines and holy places in the other country either as individual pilgrims or as pilgrim parties. In accordance with the Indo-Pakistan Agreement of the 9th April 1955 on liberalization of travel facilities between the two countries a revised passport and visa scheme was being worked out by the two Governments. Provision should be made in the scheme for free and liberal grant of travel facilities to pilgrims.

 भारत

 1. श्री गोविंद बल्लभ पंत, गृह मामलों के मंत्री।

 2. श्री सी.सी.देसाई, पाकिस्तान में भारत के उच्चायुक्त।

 3. श्री ए। वी। पाई, सचिव, गृह मंत्रालय।

 4. श्री एस। दत्त, राष्ट्रमंडल सचिव।

 5. श्री वी। सी। त्रिवेदी, निदेशक, पाकिस्तान डिवीजन, विदेश मंत्रालय।

 पाकिस्तान

 1. माननीय मेजर जनरल इस्कंदर मिर्जा, आंतरिक मंत्री।

 2. महामहिम राज ग़ज़फ़र अली खान, भारत में पाकिस्तान के उच्चायुक्त।

 (1) सीमा हादसों की रोकथाम:

 इस बात पर सहमति हुई कि सीमा की घटनाओं को रोकने के लिए सभी संभव कदम उठाए जाएं।  भारत और पाकिस्तान के सरकारों के प्रतिनिधियों की एक संयुक्त समिति, जो दो पंजाब की सरकारों के प्रतिनिधियों द्वारा सहायता प्रदान की गई है, को ऐसी घटनाओं के पुनरावृत्ति को रोकने के लिए अपनाए जाने वाले उपायों को इंगित करने वाली एक योजना तैयार करनी चाहिए।  समिति को मंत्रियों के विचार के लिए तुरंत एक रिपोर्ट प्रस्तुत करनी चाहिए।

 (२) तीर्थ और पवित्र स्थान:

 मंत्रियों ने जुलाई-अगस्त, 1953 में इस मुद्दे पर दोनों सरकारों के बीच हुए समझौते का हवाला दिया और फैसला किया कि इस समझौते की शर्तों के कार्यान्वयन के विवरणों को जानने के लिए दोनों सरकारों के प्रतिनिधियों की एक संयुक्त समिति बनाई जाए।  समिति को, अन्य बातों के साथ, पश्चिम पाकिस्तान और भारत के कुछ चुनिंदा क्षेत्रों में महत्वपूर्ण मंदिरों की सूची तैयार करनी चाहिए, जिनका संरक्षण और संरक्षण संबंधित सरकार की विशेष जिम्मेदारी होनी चाहिए।  समिति को इन मंदिरों से जुड़ी संपत्तियों के सवाल और जुलाई-अगस्त 1953 के समझौते के अनुसार वहां से प्राप्त आय पर भी विचार करना चाहिए।  समिति को अपनी रिपोर्ट मंत्रियों को अपने गठन के तीन महीने के भीतर और यथाशीघ्र प्रस्तुत करनी चाहिए।  यदि आवश्यक हो, तो समिति दोनों देशों में संबंधित धार्मिक स्थलों का दौरा कर सकती है।

 दोनों मंत्रियों ने इस बात पर सहमति जताई कि तीर्थयात्रियों और तीर्थयात्रियों को दूसरे देश में या तो तीर्थयात्रियों के रूप में या तीर्थयात्रा दलों के रूप में सभी सुविधाएं और सहायता दी जानी चाहिए।  दोनों देशों के बीच यात्रा सुविधाओं के उदारीकरण पर 9 अप्रैल 1955 के भारत-पाकिस्तान समझौते के अनुसार, दोनों सरकारों द्वारा संशोधित पासपोर्ट और वीजा योजना पर काम किया जा रहा था।  तीर्थयात्रियों को यात्रा सुविधाओं के मुफ्त और उदार अनुदान के लिए योजना में प्रावधान किया जाना चाहिए।
